STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to funding for kidney dialysis patients and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Intent. The general court recognizes that the renal patient population in New Hampshire includes 604 individuals on dialysis between the ages of 11 and 89. The general court further recognizes that 50 percent of all dialysis patients are under the age of 55. The general court recognizes that there is a great need among this population for funding to cover the costs of transportation. Private, state, and federal insurance programs provide coverage of some of the costs associated with the treatment of kidney disease. However, for a great many patients there is still a financial burden for those who are ineligible for these programs. Therefore, the general court hereby makes an appropriation for the purposes of funding transportation costs for such persons.

2 Appropriation. There is hereby appropriated the sum of $30,000, for the biennium ending June 30, 2005, to the department of health and human services for the purposes of funding the costs of transportation for kidney dialysis patients in accordance with RSA 137-G. This appropriation shall be nonlapsing. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2003.

SB 202 FISCAL NOTE

AN ACT relative to funding for kidney dialysis patients and making an appropriation therefor.

FISCAL IMPACT:

The Department of Health and Human Services stated this bill will increase state expenditures by $15,000 in FY 2004 and $15,000 in FY 2005. There will be no fiscal impact on state, county and local revenue or county and local expenditures.

This bill appropriates $30,000 from the general fund to the Department of Health and Human Services for the biennium ending June 30, 2005 for the purposes of this act.

METHODOLOGY:

The Department indicated there are 30 individuals with end-stage renal disease currently receiving transportation reimbursement under the Catastrophic Illness Program. The Department stated it could not accurately determine the cost for each additional client covered by the appropriation. The Department assumed reimbursement will be 21 cents per mile and the allotment per individual will be limited to $2,500 per year. Based on the costs incurred for existing clients, the Department assumed 15 additional clients will be served, at a cost of $15,000 in FY 2004 and FY 2005.
