SB 141 FISCAL NOTE
AN ACT relative to fire service aid payments to the city of Concord and making an appropriation therefor.
FISCAL IMPACT:
The New Hampshire Municipal Association and Department of Safety state this bill will increase state expenditures by $361,523 in FY 2004 and 2005, and increase state and local revenue by an indeterminable amount in FY 2004 and FY 2005. This bill will have no fiscal impact on county and local expenditures or county revenue.
This bill appropriates $442,903 from the state general fund in FY 2004 and FY 2005 for the purposes of this act.
METHODOLOGY:
The New Hampshire Municipal Association states this bill provides additional money to the City of Concord for the police and fire coverage it provides to state departments and agencies. The city has received $81,380 over the last several years for fire service reimbursement, and this legislation would provide an increase of $361,523, for a total of $442,903 in FY 2004 and FY 2005. The city indicates this amount is the actual cost of providing safety services to the state.
The Department of Safety states this legislation will direct the Commissioner to seek federal financial assistance to offset state expenditures to the City of Concord for fire service aid. The Department cannot estimate the amount of federal funds it might obtain for this purpose.
The Department of Revenue Administration states this bill requires the Department to include a line item in the operating budget of $442,903 for each fiscal year to reimburse the City of Concord for police and fire coverage to state departments and agencies. The requirement will have no fiscal impact on the Department since operating appropriations are subject to executive branch and legislative branch approval.
