STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to services for persons with mental illness and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Purpose. The general court recognizes that support and follow up treatment services for persons with mental illness and their families will enable such persons to further take responsibility for their own recovery from mental illness and to successfully maintain it. The general court further recognizes that the earlier in the illness that treatment and family support is provided, the better the chances of achieving and maintaining recovery and minimizing the costs to individuals, families, and the state. Therefore, the general court hereby makes an appropriation to promote growth and continued mental health, provide support to consumers and families, and provide a community safety net if relapse occurs that minimizes the chance of expensive emergency acute care and institutionalization.

2 Appropriation. There is hereby appropriated to the department of health and human services for the purposes of providing services for persons with mental illness and their families, the sum of $2,490,983, of which $1,745,733 shall be from general funds and $ 745,250 shall be from federal funds, for the fiscal year ending June 30, 2004; and the sum of $5,387,383 of which $3,311,133 shall be from general funds and $2,076,250 shall be from federal funds, for the fiscal year ending June 30, 2005. Such funds shall be in addition to any other funds appropriated to the department of health and human services. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2003.

State revenue will increase by $745,250 in FY 2004 and $2,076,250 in FY 2005. There will be no fiscal impact on county and local revenue or expenditures.

This bill appropriates $2,490,983, of which $1,745,733 are general funds and $745,250 are federal funds in FY 2004, and $5,387,383 of which $3,311,133 are general funds and $2,076,250 are federal funds in FY 2005 to the Department of Health and Human Services for the purposes of this act.
