STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Three

AN ACT relative to the state of New Hampshire conforming to public laws enacted by the United States Congress.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Findings. The general court has found and continues to find that many statutes enacted by previous sessions of the legislature have not conformed to the spirit and letter of constitutional constraints of both the Constitution of the United States of America and the Constitution of the State of New Hampshire.

2 Proposed Bills; Conformance with Public Laws Enacted by Congress. Amend RSA 14:39 to read as follows:

14:39 Proposed Bills.

I. Any senator-elect or representative-elect, after the day of his election, may file with the director of legislative services any proposed bill he desires to introduce. The director shall notify, immediately after the biennial election, each senator-elect and representative-elect of the provisions of this section and of the bill drafting service available in the office of legislative services. The clerk of the house and of the senate, respectively, shall cause sufficient copies of each bill to be printed, and shall make copies available to persons who request them.

II. All bills shall conform to public laws, but not private laws, enacted by the United States Congress and to United States Supreme Court decisions, but not to any "private resolutions" enacted for the administration of the District of Columbia and insular possessions of the United States.

3 Repeal. RSA 21-G:16 relative to executive reorganization and the effect on federal law is repealed.

4 Effective Date. This act shall take effect 60 days after its passage.
