AN ACT extending the effective date of the Skyhaven airport transfer plan and the period for completing work under the wetlands permit.

This bill extends the effective date of the Skyhaven airport transfer plan from July 1, 2003 to July 1, 2006 and extends the period for completion of work under the wetlands permit to 10 years.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Three
AN ACT extending the effective date of the Skyhaven airport transfer plan and the period for completing work under the wetlands permit.
Be it Enacted by the Senate and House of Representatives in General Court convened:
320:1 Skyhaven Airport Transfer Plan; Effective Date Extended. Amend 1998, 317:1 as amended by 2000, 56:1, I to read as follows:
I. The long range capital planning and utilization committee and the Skyhaven airport operation commission shall develop a plan to transfer the Skyhaven airport to a local public entity. The transfer shall be completed by July 1, [2003] 2006. The transfer shall be to an entity that is eligible for federal funding under the Airport Improvement Program and other federal programs, and that will maintain the airport in a satisfactory manner in accordance with federal and state statutes and regulations.
320:2 Wetlands Permitting; Extended Period to Complete Required Work. The local public entity which receives the transfer of Skyhaven airport shall have 10 years from the date it accepts the transfer to complete any work required under the wetlands permit issued by the department of environmental services.
320:3 Prospective Repeal Effective Date Extended; Skyhaven Airport Maintenance and Operations Fund. Amend 2000, 56:5, III to read as follows:
III. The remainder of this act shall take effect July 1, [2003] 2006. 320:4 Effective Date. This act shall take effect June 30, 2003.
