AN ACT extending the kindergarten aid program.

AN ACT extending the kindergarten aid program.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Public Kindergarten Programs; Per Pupil Reimbursement. Amend 1999, 65:9, I(a) as amended by 2000, 289:2, as amended by 2001, 158:37 to read as follows:
I.(a) If a school district implements a public kindergarten program during school year 1999-2000 through school year [2002-2003] 2004-2005 inclusive, the school district maintaining such a kindergarten program shall receive reimbursement at the rate of $1200 per pupil from the education trust fund created in RSA 198:39 for each fiscal year through June 30, [2003] 2005.

* The total appropriated in Class 91 includes $1,972,800 for fiscal year 2002 for kindergarten aid and $2,625,600 in fiscal year 2003 for kindergarten aid. The amount appropriated for kindergarten aid in fiscal year 2003 shall not lapse until June 30, 2005.
3 Effective Date. This act shall take effect July 1, 2003.

HB 720 FISCAL NOTE
AN ACT extending the kindergarten aid program.
FISCAL IMPACT:
The Department of Education indicates the bill, as amended by the House (House Amendment #2003-0597h), will increase state education trust fund expenditures and local revenue by $744,000 in FY 2004 and $202,800 in FY 2005. There will be no fiscal impact on state and county revenue or county and local expenditures.
METHODOLOGY:
The Department states this bill will extend the public kindergarten program, and the lapse date for education trust fund appropriations earmarked for kindergarten aid from June 30, 2003 to June 30, 2005. As a result, the Department will pay kindergarten aid to school districts in FY 2004 and FY 2005. The Department expects to pay aid for 620 pupils, at $1,200 per pupil, for a total of $744,000 in FY 2004. In FY 2005, the Department expects to pay for 169 pupils at $1,200, for a total of $202,800.
