HB 696 FISCAL NOTE

AN ACT establishing licensure to forensic counselors.

FISCAL IMPACT:

The Department of Health and Human Services stated this bill will increase state expenditures by $9,500 in FY 2004 and $6,000 in each year thereafter. State unrestricted revenue will increase by $6,750 in FY 2004, $9,750 in FY 2005, $12,750 in FY 2006, and $15,750 in FY 2007. There will be no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Department indicated new administrative rules for the Board of Mental Health Practice will be written to include forensic counselors. A consultant will be hired to modify the Board's database to incorporate the changes. The Department assumed 45 forensic counselors will apply for licensure in FY 2004 and 20 additional counselors would apply in each of the following years. Additional funds would be needed to pay for services of the Administrative Prosecution Unit (APU), operating expenses and board member mileage as follows:

Revenue: FY 2004 FY 2005 FY 2006 FY 2007

Number of Applicants 45 65 85 105

Application Fee Revenue @ $150 $6,750 $9,750 $12,750 $15,750

Expenditures:

Total Expenditures $9,500 $6,000 $6,000 $6,000

As the number of licenses increase, the Department will eventually need to hire a part-time person and purchase additional equipment.
