HB 624 FISCAL NOTE
AN ACT relative to appropriations to and revenues from the division of ports and harbors.
FISCAL IMPACT:
The Pease Development Authority has determined this bill will increase state revenues and expenditures by an indeterminable amount in FY 2004 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Authority states that this bill designates $4 million of funds available for the Port of Portsmouth expansion for the purchase and lease of equipment for loading and unloading ships. This bill also authorizes the Authority to lease or sub-lease container handling equipment with 20 percent of the revenue to be deposited in a special account for maintenance and repair of port facilities, and the remaining 80 percent deposited in the general fund. The Authority cannot estimate the increase to state expenditures for the purchase and maintenance of equipment because the type of equipment is not specified in this bill. The Authority also cannot estimate the increase that will be derived from leasing the purchased equipment.
