HB 592-FN - FISCAL NOTE
AN ACT relative to funding the compensation and benefits of teachers.
FISCAL IMPACT:
The Department of Education indicates this bill will decrease state education trust fund expenditures and local revenue by $668,548,547 in FY 2004, $674,274,288 in FY 2005, $816,407,045 in FY 2006 and $820,208,347 in FY 2007. There will be no fiscal impact to state and county revenue or county and local expenditures.
METHODOLOGY:
The Department states the language in this bill will lower the cost of an adequate education by removing teacher salaries and benefits from the expenditure amount used in the base cost calculation. Salaries for teachers and classroom aides have been deducted since they are reported together on the DOE 25 reporting form. The Department used a two year inflation increase of 4.8% to estimate the base cost for FY 2006 and FY 2007. The difference from the current formula is summarized below.
FY 2004 FY 2005 FY 2006 FY 2007
Current Formula
Base Cost $3,556 $3,556 $4,125 $4,125
Cost of Adequacy $955,542,816 $967,609,064 $1,128,270,120 $1,138,370,500
Proposed Formula
Base Cost $941 $941 $986 $986
Cost of Adequacy 286,994,269 293,334,776 311,863,075 318,162,153
Difference $668,548,547 $674,274,288 $816,407,045 $ 820,208,347
