HB 586-FN-A - FISCAL NOTE
AN ACT relative to the infant deafness program and making an appropriation therefor.
FISCAL IMPACT:
The Department of Health and Human Services stated this bill will increase state restricted revenue and expenditures by an indeterminable amount in FY 2004 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
This bill appropriates $1 from the general fund to the Department of Health and Human Services for the biennium ending June 30, 2005 for the purposes of this act.
METHODOLOGY:
The Department assumes this bill requires hospitals to buy equipment necessary to implement the infant testing for deafness program. The Department further assumes it will apply for federal funds available for the infant testing for deafness program and provide the funds to hospitals to help with the cost of required equipment. The Department stated it will incur administrative costs to prepare the grant application, to prepare the request to accept and expend the grant funds, and to coordinate an RFP process to distribute the funds to the hospitals. The Department indicated it can absorb these administrative costs within its current budget.
