AN ACT making an appropriation for Welfare-to-Work state matching grants.

FISCAL IMPACT:

The Department of Health Human Services stated this bill will increase state expenditures by $250,000 in FY 2004 and FY 2005. There will be no fiscal impact on state, county or local revenue or county and local expenditures.

This bill appropriates $250,000 from the general fund to Southern New Hampshire Services on behalf of the New Hampshire Community Action Association in each year of the biennium ending June 30, 2005.

METHODOLOGY:

The Department assumed the appropriation would be made to the Department and then awarded as a grant to Southern New Hampshire Services (SNHS). SNHS will use the state appropriation as matching money to obtain federal Welfare-to-Work funds at a rate of one state dollar to two federal dollars.
