HB 311 FISCAL NOTE
AN ACT repealing the obligation to provide persons applying for a marriage license with a list of family planning services and with brochures on fetal alcohol syndrome and the hum immunodeficiency virus.
FISCAL IMPACT:
The New Hampshire Municipal Association indicates this bill, as amended by the House (House Amendment #2003-0809h), may reduce local expenditures by an indeterminable amount in FY 2004 and each year thereafter. There will be no fiscal impact on state, county and local revenue or state and county expenditures.
METHODOLOGY:
The New Hampshire Municipal Association states this bill removes the duty of city and town clerks to provide certain information to those preparing for marriage. The clerks have been the conduits for information provided by the state. While there may be some reduction in administrative costs, any reduction is negligible.
The Department of Health and Human Services states that although the Department currently assumes the cost of printing and distributing the brochures identified in this bill, these costs are minimal and will be used for other operational costs within these programs, therefore, the Department assumes there will be no fiscal impact as a result of this bill.
