HB 272-FN - FISCAL NOTE

AN ACT relative to a pilot study by the department of transportation restricting large truck traffic during hours of darkness on certain roads in Portsmouth.

FISCAL IMPACT:

The Department of Transportation indicates this bill will increase state highway fund expenditures by $164,600 in FY 2004 and $3,600 in FY 2005. There will be no fiscal impact on state, county and local revenue or county and local expenditures.

METHODOLOGY:

The Department states this bill will require data collection on three roads in Portsmouth; Breakfast Hill, Ocean and Peverly Hill, to measure diversion of trucks to Breakfast Hill road. Since the study is proposed to be done partially in winter months, the study will require a permanent traffic recorder installation on each road, compared to the more typical temporary recorder system.

The proposed expenditures in FY 2004, represent the purchase and installation of three permanent traffic recorders at $50,000 each, signs, travel, and personnel costs for traffic data collection. The expenditures in FY 2005 represent personnel costs to analyze data and to prepare and present the required report to the legislature. The Department will collect data for three months prior to March 1, 2004 to monitor existing conditions, and from March 1 through June 1, 2004, to monitor restricted conditions as required in this bill.
