HB 62-FN-A - FISCAL NOTE
AN ACT relative to the repair or replacement of a certain bridge over the Merrimack River between Canterbury and Boscawen and making an appropriation therefor.
FISCAL IMPACT:
The Department of Transportation indicates this bill will increase state expenditures by $3,600,000 and local expenditures by $900,000 in FY 2004. There will be no fiscal impact on state, county and local revenue or county expenditures.
This bill appropriates $10,000,000 of general funds in FY 2004 to the Department of Transportation for the purposes of this bill.
METHODOLOGY:
The Department states this bill refers to bridge #132/085 owned jointly by the Towns of Boscawen and Canterbury. The bridge is an historic bridge built in 1907, presently connecting two local roads. It has been closed and barricaded since 1965 and is currently on the state's "Red List" of structurally deficient bridges. The bridge, however, is not presently listed in the Department's 10-year highway plan for renovation. The Department assumes that the existing bridge will be removed and replaced in its entirety with a new structure on the existing alignment designed to meet current standards and requirements. The Department further assumes that the project will require minimal reconstruction of the roadway approaches, minimal property impacts or acquisition, and that concurrence, approvals, and permits can be obtained from all state, local, and federal agencies regarding the project's potential impacts to the historic, cultural, and natural environments.
Since the bridge is located on town roads, RSA 234:10 requires that 20% of the project cost must be provided/shared by the municipalities impacted. RSA 234:12 also requires that the portion of each town's share of the 20% match must be in proportion to the towns' last equalized valuations. Calculations for the cost of the new bridge and approaches are based on cost information from recent bridge replacement projects and include the following expenditures:
Total State Local
Preliminary Engineering $ 525,000 $ 420,000 $105,000
Right-of-Way Costs 75,000 60,000 15,000
Construction 3,900,000 3,120,000 780,000
Total $4,500,000 $3,600,000 $900,000
