HB 52-FN - FISCAL NOTE

AN ACT relative to the licensure of shampoo assistants by the board of barbering, cosmetology, and esthetics.

FISCAL IMPACT:

The Board of Barbering, Cosmetology and Esthetics stated this bill will increase state expenditures by $2,652 in FY 2003, $10,608 in FY 2004, $13,260 in FY 2005, $15,912 in FY 2006 and $19,890 in FY 2007. State general fund unrestricted revenues will increase by $3,315 in FY 2003, $13,260 in FY 2004, $16,575 in FY 2005, $19,890 in FY 2006 and $24,862 in FY 2007. There will be no fiscal impact on county and local expenditures or revenues.

METHODOLOGY:

The Board estimated there would be 1,000 new apprentices each year and assumed this bill will be effective in FY 2003. The Board anticipates 10% of the apprentices will take advantage of the shampoo assistant license in FY 2003, 40% in FY 2004, 50% in FY 2005, 60% in FY 2006 and 75% in FY 2007. The Board indicated the cost to process an application, administer and correct an exam, and issue a license would be $26.52 per applicant. Costs include the salary and benefits of a Licensing Clerk, (1 1/2 hours @ $11.96/hour plus 37% for benefits), $.74 postage, $.20 for envelopes and $1.00 for copies.

The Board further assumed license fee revenue would be sufficient to cover 125% of expenditures or $33.15 per applicant. The Board provided the following estimate of revenue and expenditures:
