SB 407-FN - FISCAL NOTE

AN ACT requiring restroom facilities in certain state buildings.

FISCAL IMPACT:

The Department of Administrative Services states this bill will increase state expenditures by $600,000 in FY 2003. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

METHODOLOGY:

The Department states the Bureau of General Services is responsible for 22 state-owned facilities located primarily in Concord, NH. Of the 22 state-owned facilities, three of them would require new restrooms to comply with this legislation. They are the Health and Human Services Building, the Department of Justice Building, and the Supreme Court Building. In addition, the Department states approximately half of the state's office space is leased and assume an equal number of these buildings would have to be renovated to comply with the provisions of this bill. The cost estimate from the Bureau of Public Works is $100,000 per building to retrofit existing state office space and convert it to a public restroom. This would result in a one-time expenditure of $600,000 from the state general fund in FY 2003. There are no cost estimates available for any county and local government expenses that may be required.
