STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Two

AN ACT relative to funding for kidney dialysis patients and making an appropriation therefor.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Statement of Intent. The general court recognizes that the renal patient population in New Hampshire includes 604 individuals on dialysis between the ages of 11 and 89. The general court further recognizes that 50 percent of all dialysis patients are under the age of 55. The general court recognizes that there is a great need among this population for funding to cover the costs of transportation and nutritional supplements. Private, state, and federal insurance programs provide coverage of some of the costs associated with the treatment of kidney disease. However, for a great many patients there is still a financial burden for those who are ineligible for these programs. Therefore, the general court hereby makes an appropriation for the purposes of funding nutritional supplements and transportation costs for such persons.

2 Appropriation. There is hereby appropriated the sum of $30,000, for the biennium ending June 30, 2003, to the department of health and human services for the purposes of funding the costs of nutritional supplements and transportation for kidney dialysis patients. This appropriation shall be nonlapsing. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3 Effective Date. This act shall take effect July 1, 2002.

SB 322-FN-A - FISCAL NOTE

AN ACT relative to funding for kidney dialysis patients and making an appropriation therefor.

FISCAL IMPACT:

The Department of Health and Human Services indicates this bill will increase state general fund expenditures by $30,000 in FY 2003. There will be no fiscal impact to state, county and local revenue or county and local expenditures.

This bill appropriates $30,000 in general funds to the Department of Health and Human Services for the biennium ending June 30, 2003 for the purposes of this act.

METHODOLOGY:

The Department assumes administration of benefits to kidney dialysis patients will be part of the Office of Community and Public Health, specifically in the Catastrophic Illness Program. The Department assumes that income guidelines currently used in the Catastrophic Illness Program will apply to dialysis patients, and that the 27 patients currently receiving mileage payments under the program will be the individuals eligible for payment of nutritional supplements.

The Department estimates each patient will use 30 cases of nutritional supplements each year. A case is estimated to cost $50, therefor, the total cost per patient will equal $1,500 per year. The Department will use the $30,000 appropriation to pay 20 of the 27 patients $1,500 per year for nutritional supplements. (20 x $1,500 = $30,000)
