STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Two
AN ACT establishing a committee to study the fiscal relationship between the Pease development authority and the state and its political subdivisions.
Be it Enacted by the Senate and House of Representatives in General Court convened:
69:1 Statement of Purpose. The general court finds that the commercial development of the Pease International Tradeport and the financial performance of the Pease development authority have exceeded expectations. The Pease International Tradeport houses more than 160 commercial tenants with some 10,000 employees. The Pease development authority leases 3.2 million square feet of commercial space, which together with other assessments and fees, is forecast to generate annual revenue of $8 million to $9 million in fiscal years 2002 and 2003. In fiscal years 2000 and 2001, the Pease development authority reported income of $6.2 million, of which $650,000 is transferred as unrestricted revenue to the general fund, while the balance of the authority's income is applied to its operating budget. At the same time, the tenants of the Pease International Tradeport pay property taxes to the city of Portsmouth. The general court further finds that the state originally invested in the development of the Pease International Tradeport with the expectation that its growth and prosperity would benefit both the surrounding municipalities and the entire state and that the costs and benefits of redevelopment, like those of the former Pease Air Force Base, would be equitably distributed among the political subdivisions directly affected by it.
