SB 153-FN-LOCAL - FISCAL NOTE

AN ACT relative to adjustments to educational adequacy grants.

FISCAL IMPACT:

The Department of Revenue Administration indicates the bill will increase state general fund revenue by $532.6 million and $559.2 million in FY 2004 and FY 2005, respectively. The Department of Education indicates state education trust fund expenditures and local revenue will increase by $925,943,713 and $940,698,407 in FY 2004 and FY 2005, respectively. There will be no fiscal impact on county revenue or county and local expenditures.

METHODOLOGY:

This bill removes the repeal of the statewide property tax and the method for determining the adequate education grants. The Department of Revenue Administration estimated the statewide property tax for FY 2004 and FY 2005 by applying a 5% growth rate to the FY 2002 statewide property tax.

The Department of Education estimated the cost of adequate education grants using the following assumptions:

· 1% increase in enrollment from FY 2003 into FY 2004 with no change for FY 2005.

· Base cost was calculated as outlined in this bill.

· Transportation costs were increased approximately 3% from FY 2003 to FY 2004 with no change for FY 2005.
