HB 1347-FN - FISCAL NOTE
AN ACT authorizing the department of health and human services to intercept insurance payments if there is unpaid child support.
FISCAL IMPACT:
The Department of Health and Human Services indicates this bill will increase state general fund revenue by an indeterminable amount and increase state expenditures by $83,580 in FY 2003 and each year thereafter. There will be no fiscal impact to county and local revenue or expenditures.
METHODOLOGY:
The Department states this bill will augment its capabilities to intercept insurance settlement proceeds owed to parents if the parents are delinquent on child support payments. This bill will allow the Department to join the Child Support Lien Network established by the State of Rhode Island. Based upon the experience of Rhode Island, the Department expects a significant increase in the amount of child support collected. A portion of the amount of child support collected will go to the Department to satisfy Temporary Assistance to Needy Families arrears and the balance will go to the families. The Department is unable to estimate the amount that it will retain.
The cost to join the Network is $1,000 a month plus $60 per each child support case matched by the database. The Department expects a match on 4% or 1,193 of its 29,815 qualifying cases annually. 66% of the cost will be provided by federal funds. The Department expects to pay $12,000 plus $71,580 ($60 x 1,193 cases) for a total of $83,580 each year beginning in FY 2003. The state portion of this expenditure will be 34% or 28,417 and the federal portion 66% or $55,163.
