HB 1245-FN - FISCAL NOTE

AN ACT requiring applicants for recreational licenses issued by the fish and game department to provide his or her social security number.

FISCAL IMPACT:

The Department of Health and Human Services stated this bill will have a significant but indeterminable impact on state revenue and expenditures. The Fish and Game Department stated that this bill will increase state fish and game restricted expenditures by an indeterminable amount in FY 2002 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.

METHODOLOGY:

The Department of Health and Human Services stated the exchange of data between the Fish and Game Department and the Department of Health and Human Services by using social security numbers will improve the efficiency and effectiveness of locating absent parents. This will result in an unknown number of additional child support orders and additional child support collections. Federal law requires the recording of social security numbers on recreational licenses as a condition of an approved state child support plan. If the state does not have an approved plan, it is not eligible for $10 million in administrative funding for the Department's Office of Child Support Enforcement or for $1 million in performance incentive payments. There could also be sanctions of up to 5% of the Temporary Assistance of Needy Families (TANF) block grant for failure to comply. The Department further states the passage of this bill would also require computer system programming costs. The Department is unable to calculate this cost, but it is anticipated not to be significant.

The Fish and Game Department is unable to determine the fiscal impact of recording the social security number on the license application. Since the Fish and Game multi-license form, which includes the majority of licenses, functions as both the application and license, some sort of change in the process would be required to comply with the bill. Currently, it costs the Department $45,000 to $50,000 to print and mail the multi-license form to license agents. This reprinting would be necessary because the statue has an effective date in the middle of the license year. The Department further states that this bill does not define nor specify which recreational license applications would require social security numbers. It is not known to what extent the Department may have to change the licensing process to ensure confidentiality. The Department also assumes it would not be required to verify the applicant's social security number.
