HB 1202-FN - FISCAL NOTE

AN ACT reducing fees for municipal permits for registration of certain hybrid vehicles.

FISCAL IMPACT:

The Department of Safety and the Municipal Association have determined this bill will decrease local revenue by an indeterminable amount in FY 2003 and each year thereafter. There will be no fiscal impact on state and county revenue or state, county and local expenditures.

METHODOLOGY:

The Municipal Association stated that municipalities receive revenues for vehicle registrations based on a mill rate which ranges from 18 mills per dollar of the maker's list price for the current model year down to 3 mills per dollar of the maker's list price for vehicles 5 years or older. This bill proposes to reduce the total registration fee calculated using the mill rate and maker's list price by one third, and that would be the amount of the decrease in municipal revenue. The Association and the Department are unable to determine how many vehicles this will apply to.
