STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand One

AN ACT establishing a committee to study the transfer of the Goffstown district court to a new location.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Purpose.

I. The Goffstown district court, serving the fast-growing towns of Goffstown, Weare, New Boston and Francestown, has greatly outgrown its location in the Goffstown municipal building. This overcrowding gives rise to serious safety and security risks and complicates already existing problems of insufficient parking and court office space.

II. Since there are several potential locations for this transfer, it is the intent of the general court to investigate the most logical and cost-effective site for the court and provide financing and/or assist in a possible lease-purchase arrangement with the potential location owner to facilitate this transfer.

2 Committee Established. There is established a committee to study transferring the Goffstown district court to a new location.

3 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Three members of the house of representatives, one of whom shall be a member of the judiciary committee and one of whom shall be a member of the public works and highways committee, appointed by the speaker of the house.

(b) Three members of the senate, appointed by the president of the senate.

II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

4 Duties. The committee shall study transferring the Goffstown district court to another location. The committee shall investigate and make recommendations on the most logical and cost-effective site. The committee shall also make recommendations on the financing of the transfer, including a possible lease-purchase arrangement with Hillsborough county or a private building owner.

5 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.

6 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2002.

7 Effective Date. This act shall take effect upon its passage.
