STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand One
AN ACT relative to Area Health Education Centers in New Hampshire and making an appropriation therefor.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Statement of Purpose.
I. The general court finds that:
(a) Critical shortages exist statewide in New Hampshire in many health care fields, including the fields of direct care (home health aides, nursing assistants, and others), nursing, and dental hygiene.
(b) In underserved and rural areas of New Hampshire there are shortages in most health care fields. These shortages parallel statewide needs, but are frequently more severe, and there are additional needs for health care professionals, such as primary care physicians, pharmacists, and child psychologists and psychiatrists in these communities.
(c) Outreach and health career awareness activities have been shown to increase the placement of health care professionals in underserved communities in New Hampshire.
(d) Continuing education has been shown to increase the work satisfaction and retention of health care professionals. In addition, continuing education has been shown to improve the quality of health care provided to our citizens.
II. Therefore, the general court hereby makes an appropriation to provide support for outreach, health career awareness, and education programs for critical health care professions in New Hampshire, with particular emphasis on rural and underserved communities.
2 Appropriation; Report.
I. The sum of $400,000 for the fiscal year ending June 30, 2002 and the sum of $400,000 for the fiscal year ending June 30, 2003 are hereby appropriated to the statewide Area Health Education Center Program Office for the purposes of supporting the Area Health Education Centers in Littleton and Raymond. These sums shall be nonlapsing and in addition to any federal funds received by such Area Health Education Centers. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.
II. The Area Health Education Program Office shall make 2 annual reports to the legislative fiscal committee, established under RSA 14:30-a, relative to the expenditures from the funds appropriated under paragraph I.
3 Effective Date. This act shall take effect July 1, 2001.
