HB 270 FISCAL NOTE

AN ACT increasing the mileage reimbursement rate for members of the legislature.

FISCAL IMPACT:

The Legislative Accountant has stated this bill, as amended by the House, will increase state expenditures by $40,571 in FY 2002, $41,291 in FY 2003, $54,094 in FY 2004, and $41,291 in FY 2005. There will be no fiscal impact on state, county, and local revenue or county and local expenditures.

METHODOLOGY:

The Legislative Accountant stated that beginning with the 2002 legislative session, this bill would increase the state mileage reimbursement rate for members of the New Hampshire General Court for travel between the member's home and Concord from 38 to 42 cents per mile for the first 45 miles, and from 19 cents to 23 cents per mile for all miles in excess of 45.

Using figures for mileage reimbursed at the state rate in the 1999 and 2000 calendar year, the Legislative Accountant estimates increased mileage costs as follows:

CY 1999 CY 2000

Mileage paid at Current State Rate $357,818 $272,914

Mileage to be Paid at New State Rate 408,068 311,271

Difference $ 50,250 $ 38,357

Additional Payroll Taxes (@ 7.65%) 3,844 2,934

Total Increase $ 54,094 $ 41,291

In FY 2002, the Legislative Accountant estimates 75% of the cost increase estimated using CY 1999 figures would be incurred by June 30, 2002, for an increase of approximately $40,571 ($54,094 X 75%). In FY 2003 through FY 2005 costs are estimated to increase consistent with the figures for CY 1999 and CY 2000, resulting in increased costs of $41,291 in FY 2003, $54,094 in FY 2004, and $41,291 in FY 2005.
