HB 162-FN-LOCAL - FISCAL NOTE
AN ACT ratifying articles 28, 29 and 30 of the 2000 Hudson annual town meeting.
FISCAL IMPACT:
The Department of Revenue Administration states this bill will increase local revenue by $108,200, and increase local expenditures by $138,378 in FY 2001. There is no fiscal impact on state and county revenue or expenditures.
METHODOLOGY:
The Department states this bill would ratify Warrant Articles 28, 29 and 30 of the 2000 Hudson Annual Town Meeting which were disallowed by the Department's Municipal Service Division because they were in violation of the provisions of RSA 32:18 (10% rule), RSA 35:15 (expenditures from capital reserve funds), and RSA 35:5 (funding of capital reserve funds).
The Department states that the Town of Hudson revenue and expenditures will increase by $108,200 in FY 2001 by allowing the town to transfer and expend funds from the Land Use Change Tax for the purpose of establishing a capital reserve fund to be used towards acquiring land pursuant to Warrant Article #30. In addition, local expenditures will increase by $30,178 in FY 2001 by allowing the town to make additional budgetary expenditures pursuant to Warrant Article #29 which were in violation of the 10% rule (RSA 32:18).
Warrant Article #28 attempts to appoint agents to a land capital reserve fund which is not allowed under RSA 35:15, and could result in an expenditure for land of an unknown amount.
