SB 94-FN-LOCAL - FISCAL NOTE

AN ACT relative to the New Hampshire state flag.

FISCAL IMPACT:

The Department of Administrative Services stated this bill will increase state expenditures by $34,000, county expenditures by $2,400, and local expenditures by $21,600 in FY 2001. There will be no impact on state, county, and local revenues.

METHODOLOGY:

The Department assumed that upon passage of this bill, the state warehouse and General Services will have an inventory of $22,000 worth of flags in use, which will be non-compliant and rendered useless. This inventory will have to be restocked with the new flags. In addition, all old style flags will have to be replaced as soon as new state flags can be designed and produced. The Department estimates there are approximately 500 old style flags, which will have to be replaced at an average cost of $24 per flag, resulting in a replacement cost of $12,000. The two factors will result in an increase of state expenditures of $34,000 in FY 2001.

State Flag Inventory $22,000

State Replacement Cost ($24 per flag X 500) 12,000

Estimated Total Increase in State Expenditures $34,000

The Department has assumed that upon passage of this bill, counties will have to replace approximately 100 flags at an average cost of $24 per flag, resulting in increased county expenditure of $2,400 in FY 2001.

The Department also estimates that municipalities will have to replace approximately 900 flags at an average cost of $24 per flag, resulting in increased local expenditures of $21,600 in FY 2001. The Department has stated there is no way to determine the exact amount of flags at the local and county level, but believe that their estimates are reasonable considering the number of buildings such as schools, town halls, police stations, and other locations in both bodies of government.
