SENATE BILL 91
AN ACT prohibiting persons involved in the administration or enforcement of bingo and lucky 7 laws from participating, playing, or otherwise being involved with bingo and lucky 7 games beyond the scope of their official duties, and relative to the total value of prizes that may be awarded for bingo.
This bill prohibits persons involved in the administration or enforcement of bingo and lucky 7 laws from participating, playing, or otherwise being involved with bingo and lucky 7 games beyond the scope of their official duties. This bill also increases to $5,000 the total value of prizes that may be awarded on any game date for bingo, and allows a door prize with a value not exceeding $1,000 to be offered in addition to other prizes awarded.

AN ACT prohibiting persons involved in the administration or enforcement of bingo and lucky 7 laws from participating, playing, or otherwise being involved with bingo and lucky 7 games beyond the scope of their official duties, and relative to the total value of prizes that may be awarded for bingo.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Bingo Games; Administration and Enforcement; Persons Prohibited From Involvement; Scope of Prohibition. Amend RSA 287-E:2 to read as follows:
287-E:2 Administration and Enforcement.
I. The sweepstakes commission shall administer and the commissioner of safety shall enforce this subdivision relating to bingo.
II. No persons involved in the administration or enforcement of bingo games shall participate, play, or otherwise be involved with bingo games beyond the scope of their official duties.
2 Bingo; Total Value of Prizes. Amend RSA 287-E:7, XI to read as follows:
XI.(a) Except as provided in paragraphs XIII and XV, all prizes, tokens, or awards used, given, offered, or awarded in connection with any game or series of games conducted on one game date shall not exceed the total value of [$3,500] $5,000.
(b) In addition, a door prize, not exceeding $1,000 wholesale cost, may be given on any game date by a charitable organization licensed to conduct bingo. This shall not be applied to the total value of prizes, tokens, or awards, that may be used, given, offered, or awarded on one game date.
3 Lucky 7; Administration and Enforcement; Persons Prohibited From Involvement; Scope of Prohibition. Amend RSA 287-E:16 to read as follows:
287-E:16 Administration and Enforcement.
I. The sweepstakes commission shall administer and the commissioner of safety shall enforce this subdivision relating to the sale of lucky 7 tickets.
II. No persons involved in the administration or enforcement of lucky 7 shall participate, play, or otherwise be involved with lucky 7 beyond the scope of their official duties.
4 Effective Date. This act shall take effect 60 days after its passage.
