HB 473-FN - FISCAL NOTE

AN ACT authorizing the department of safety to issue special amateur radio operator plates.

FISCAL IMPACT:

The Department of Safety states this bill will increase state revenue and expenditures by an indeterminable amount in FY 2001 and each fiscal year thereafter. There will be no impact on county and local revenue or expenditures.

METHODOLOGY:

The Department states this bill would authorize the Director of Motor Vehicles to design and issue special plates to be used on motor vehicles registered to holders of Federal Communications Commission amateur radio operator licenses, in lieu of number plates. The Department states it is unable to determine how many licensed amateur radio operators might want special license plates as defined in this bill. Plates would be issued for a charge of $30 for the first year and $5 for each annual renewal. These fees would be in addition to regular registration and plate fees.

The Department estimates that the minimum startup cost of any new plate issue is $25,000 for various items, such as computer time, planning time, artist fees, special printing, handling, and accounting. In addition, assuming the minimum number of plates for any new issue would be 5,000 pairs, the up front costs to manufacture these plates is approximately $67,500, for a total minimum cost of $92,500 before any plates are sold.

This bill proposes that the balance of the special fees in excess of plate manufacturing fees of $2.50 per plate would be deposited into the general fund as unrestricted revenue.
