HB 362-FN - FISCAL NOTE
AN ACT regulating the practice of adjunctive therapy for animals.
FISCAL IMPACT:
The Department of Agriculture, Markets & Food states this bill will increase state general fund revenue and expenditures by an indeterminable amount in FY 2002 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department states this bill would establish a board of adjunctive therapy for animals for purposes of certifying and regulating non-veterinary practitioners who perform accepted therapies on animals. This bill is a request of the study committee established under Chapter 139, Laws of 2000.
The Department states the board would be required to fund 125% of operating costs with revenues collected. Funds collected and expended would affect the general fund. The Department estimates a Clerk (LG 11) would be required to handle the administrative duties of the board at an annual cost of approximately $20,728 to $24,239. The board would consist of seven members who would receive $35 per day for meetings attended, and be reimbursed for mileage. In addition, the board would require office equipment, office rental space, and associated expenses which cannot be determined at this time. The Department states that the number of licenses that will be issued, the amount of annual license fees, examination fees, and application fees, and the amount of civil penalties that would be collected are all unknown.
The Department of Health and Human Services has stated this bill will have no fiscal impact on the Department.
