HOUSE BILL 330-FN-LOCAL

This bill requires that when a meeting is requested of the governing body of a county, city, town, school district, or village district, it shall be granted. A meeting, as used in this bill, means an opportunity for one or more citizens to have a question or concern discussed with the governing body.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand One
AN ACT relative to meetings requested of municipal governing bodies.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Certain Meetings Requested of Governing Bodies. Amend RSA 28 by inserting after section 1-b the following new section:
28:1-c When a meeting is requested of the county commissioners of an unincorporated town, unorganized place, or county, it shall be granted, with appropriate notice given. A meeting, as used in this section, means an opportunity for one or more citizens to have a question or concern discussed with the commissioners.
2 New Section; Certain Meetings Requested of Governing Bodies. Amend RSA 43 by inserting after section 8 the following new section:
43:9 Request of Certain Meetings With Governing Bodies. When a meeting is requested of the governing body of a town, a school district, or a village district, it shall be granted, with appropriate notice given. A meeting, as used in this section, means an opportunity for one or more citizens to have a question or concern discussed with the governing body. A meeting, as used in this section, is not a hearing as described in RSA 43:1, a town meeting as described in RSA 39 or 40, a school district meeting as described in RSA 197, or a village district meeting as described in RSA 52.
3 New Section; Certain Meetings Requested of Governing Bodies. Amend RSA 47 by inserting after section 16 the following new section:
47:16-a Request of Certain Meetings With City Governing Bodies. When a meeting is requested of the governing body of a city, it shall be granted, with appropriate notice given. A meeting, as used in this section, means an opportunity for one or more citizens to have a question or concern discussed with the governing body. A meeting, as used in this section, is not an election as described in RSA 44:7 or 44:11, or a general meeting as described in RSA 47:16.
4 Effective Date. This act shall take effect 60 days after its passage.
