HB 147-FN-A - FISCAL NOTE
AN ACT requiring annual registration by condominium unit owners' associations.
FISCAL IMPACT:
The Department of Justice states this bill will increase state restricted revenue and expenditures by $23,625 in FY 2002 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department states this bill would require condominium unit owners' associations to register with the Attorney General's Office on an annual basis. This bill authorizes the implementation of reasonable filing fees, and establishes a non-lapsing continually appropriated fund known as the Condominium Association Fund for administration of a database and filing system. The Department estimates 925 association access fees at $25 each and 100 information request fees at $5 each. In addition, the Department would hire temporary personnel to administer the registration database and filing system. The Department states this bill would be revenue neutral because registration and access fees would pay for the costs of operating the system. The Department estimates the fiscal impact as follows:
FY 2002 and Thereafter
Registration and Access Fees
Access Fees (925@$25) $23,125
Information Request Fees (100@$5) 500
Total Annual Fees $23,625
Administration Costs
Temporary/Overtime Personnel $20,000
Supplies 2,500
Postage 1,125
Total Annual Costs $23,625
