SB 403 FISCAL NOTE
AN ACT making an appropriation to the department of agriculture, markets and food for the inspection of apiaries and honeybee swarms.
FISCAL IMPACT:
The Department of Agriculture, Markets, and Food indicates this bill, as amended by the House, will increase state expenditures by $6,000 in FY 2000 and each year thereafter, and increase state revenue by $680 in FY 2001 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
This bill appropriates $6,000 from the general fund to the Department of Agriculture in FY 2000 and each year thereafter for the purposes of this act.
METHODOLOGY:
The Department determined that state revenues are estimated to increase by $680 in FY 2001 and each year thereafter as a result of this bill. This increase was determined by assuming an Inspector can examine 10 to 15 colonies per day, and the Inspector would average four apiary visits per day. The inspection fee schedule would amount to $20-$30 per day.
State expenditures are estimated to increase from hiring one temporary seasonal Bee Inspector for 34 days of work, at an hourly wage of $10.72 to $12.55 (labor grade 12), for a total of $3,163. These positions would require transportation estimated to cost $1,658 (150 miles per day x $.325/mile x 34 days). The Department further states that administrative expenses are expected to total $1,179.
