SB 397 FISCAL NOTE

AN ACT making an appropriation from the education trust fund for public kindergarten programs and relative to the adequate education grant amount and property tax warrant for the town of Orange.

FISCAL IMPACT:

The Department of Education indicates this bill, as amended by the Senate, will increase state Education Trust Fund expenditures and local revenue by $1,081,455 in FY 2001 and by $11,398 in FY 2002. There will be no fiscal impact on state and county revenue or county and local expenditures.

The bill appropriates $925,000 from the state Education Trust Fund in FY 2001 to the Department of Education for the purpose of funding public kindergarten programs.

METHODOLOGY:

The Department indicates state expenditures and local revenue will increase due to payments for kindergarten in FY 2001 and payments to increase the adequate education grants for the town of Orange in FY 2000 and FY 2001.

The Department states, pursuant to Chapters 65:9 and 281:16, Laws 1999, the appropriation will fund the kindergarten reimbursement for FY 2001 at $750 per pupil for school districts that implemented kindergarten in school years 1998/1999, 1999/2000 and 2000/2001. In addition, the appropriation will fund kindergarten reimbursement for the town of Springfield for FY 2001 at the rate of $1,600.50 per pupil.

The Department estimates that 1,399 pupils will be eligible for the $750 reimbursement and 13 pupils will be eligible for the $1,600.50 reimbursement, for a total of $1,070,057.

1,399 x $750 = $1,049,250

13 x $1600.50 = 20,807

$1,070,057

The Department notes there is an available balance in the kindergarten class line in the amount of approximately $125,000. An available balance in the kindergarten line will carry forward for use in the second year of the biennium.

Under the terms of this bill, the town of Orange will receive $11,398 in additional adequate education grants in FY 2001 and FY 2002.
