SB 134 -FN - FISCAL NOTE
AN ACT relative to medicaid reimbursement rates and dental care.
FISCAL IMPACT:
The Department of Health and Human Services stated this bill will increase state expenditures by $704,488 in FY 2000, $1,677,735 in FY 2001, $1,965,382 in FY 2002 and $2,273,092 in FY 2003. State revenue will increase by $352,244 in FY 2000, $838,867 in FY 2001, $982,691 in FY 2002 and $1,136,546 in FY 2003. There will be no impact on county and local revenue or expenditures.
METHODOLOGY:
The Department assumed that usual and customary costs are those figures reported as charges and billed to Medicaid and that the program would be implemented for the last ½ of FY 2000. The total grant expense for children in FY 1998 was $4.1 million. 37.3% of Medicaid covered children were served at an average cost of $184.94 per child. This is a decrease from the 1997 cost of $197 per child. The Department assumed no increase in caseload and that utilization rates would increase 10% in the first year and remain at 41% thereafter. This assumption is based on review of utilization rates following rate increases in New Hampshire and a number of other states and several current research studies on the impact of increased rates on dental access for children. The Department states that the 1.5% of children now served in emergency rooms will be served in dental offices. In addition, the Department assumed no administrative costs and that health care costs will increase by 6%. The cost is 50% federal funds and 50% general funds. To determine the cost of the increase to 80%, the Department determined the cost of participation at the current rate of 65% and compared that to the cost at 80% as follows:
