HB 1616 FISCAL NOTE
AN ACT relative to registration fees for certain construction equipment vehicles.
FISCAL IMPACT:
The Department of Safety has determined this bill, as amended by the House, will decrease highway fund revenue by $416,738 in FY 2001 and by $238,136 in FY 2002 and each year thereafter. There will be no fiscal impact on county and local revenue or on state, county and local expenditures.
METHODOLOGY:
The Department of Safety has stated that during the three months ending December 31, 1999, the Department has collected $76,184 in registration fees on 666 items of construction equipment affected by Chapter 265:3, Laws of 1999.
This bill requires a FY 2001 rebate of FY 2000 fees collected in excess of $25 per item of equipment. The estimated gross registration fees collected for FY 2000 are $228,552 ($76,184 x 3 quarters). The proposed fees at $25 per item of equipment would be $49,950 (666 items of equipment per quarter for 3 quarters x $25). The FY 2000 fees rebated in FY 2001 would be $178,602 ($228,552 - $49,950).
As a result of the reduced fee, highway fund revenue will be decreased by $238,136 annually beginning in FY 2001 and each year thereafter.
