HB 1578-FN-A - FISCAL NOTE

AN ACT relative to the joint promotional program and making an appropriation therefor.

FISCAL IMPACT:

The Department of Resources and Economic Development has determined this bill will increase state expenditures by $1,000,000, increase state revenue by $7,610,000 and increase local revenue by $1,520,000 in FY 2001. There will be no fiscal impact on county and local expenditures or county revenue.

This bill appropriates $1,000,000 in general funds to the Department of Resources and Economic Development in FY 2001.

METHODOLOGY:

The Department, based on a model prepared by the Virginia Tourist Development Group and other surveys and studies, has assumed a return of investment on $1.00 of tourism funding to generate $7.61 for the state and $1.52 for locals. Revenue sources affected include: rooms and meals, gasoline taxes, licenses, liquor sales, sweepstakes sales, business profits taxes and business enterprise taxes. The model also takes into account the matching funds generated by the Joint Promotional Program.
