HB 1509-FN-LOCAL - FISCAL NOTE
AN ACT repealing RSA 541-A and creating a study committee to review rules which must be codified as a result.
FISCAL IMPACT:
The Office of Legislative Services (OLS) indicates that this bill may have an indeterminable decrease state revenue and expenditures by an indeterminable amount in FY 2002 and each year thereafter. There is no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
OLS could not determine the complete fiscal impact of this bill. By repealing RSA 541-A, the bill removes the direct costs of complying with the rulemaking provisions by several groups including; the Office of Legislative Services, Office of Legislative Budget Assistant, the Joint Legislative Committee on Administrative Rules, the state library, and the agency level personnel responsible for rules. OLS states that while many of these costs cannot be estimated, as a minimum, state expenditures would decrease by $300,000, the approximate annual OLS budget. Additional state expenditure changes are less direct and cannot be reasonably estimated.
State revenue is expected to also decrease beginning in FY 2002. This decrease is estimated at $8,300 a year, and represents the loss of publication revenue generated from the sale of the Rulemaking Register.
