HB 1420-FN-LOCAL - FISCAL NOTE
AN ACT relative to the port in the city of Portsmouth, New Hampshire.
FISCAL IMPACT:
The N.H. Port Authority has determined that state general fund revenue will decrease by $395,998 and state general fund expenditures will increase by $45,000 in FY 2002 and each year thereafter. Local revenue will decrease by $30,000 in FY 2002 and each year thereafter. The fiscal impact on local expenditures in FY 2002 and each year thereafter cannot be determined. There will be no fiscal impact on county revenue and expenditures.
METHODOLOGY:
The Authority assumes the transfer will be completed by June 30, 2001. The reduction in state general fund revenue of $395,998 reflects the loss of the lease with the Port operator and the lease with the Isle of Shoals Steamship Company. The Authority estimates it will incur $75,000 of additional expense to rent space for the port staff to operate. This increased expense will be partially offset by the termination of the required $30,000 annual payment in lieu of taxes to the City of Portsmouth. Local revenue will in turn be reduced by $30,000 per year. The Authority is unable to determine what the City of Portsmouth will do with the property, and what expenses they may incur, once they become the owner of the property.
