HB 1416-FN - FISCAL NOTE
AN ACT establishing a brownfields cleanup revolving loan fund.
FISCAL IMPACT:
The Department of Environmental Services has determined this bill will have an indeterminable impact on local expenditures in FY 2001 and each year thereafter. There will be no fiscal impact on state and county expenditures or state, county and local revenues.
METHODOLOGY:
The Department stated this bill provides the authority for the Department to participate in and administer a federally funded brownfields cleanup revolving loan fund and that $1,450,000 of federal funds will be made available. The Department would be entitled to utilize up to 15% for administrative costs. The balance would capitalize the loan fund. After the grant funds have been disbursed, continuing administrative costs for the revolving fund are expected to be paid from interest and fees charged on loans. Local communities will be eligible for these loans to fund brownfield cleanups.
