HB 1348-FN-LOCAL - FISCAL NOTE
AN ACT exempting the town of Sunapee from the payment for water rights for the hydroelectric plant of the Sugar River in the town of Sunapee.
FISCAL IMPACT:
The Department of Environmental Services has determined this bill will decrease state restricted revenue and local expenditures by $5,450 in FY 2001, $5,500 in FY 2002, $5,550 in FY 2003, and $5,600 in FY 2004. There will be no fiscal impact on county and local revenue or state and county expenditures.
METHODOLOGY:
The Department indicated the existing Water User Contract between the Town of Sunapee and the Department, the Town currently pays approximately $5,400 in fees for benefits to their hydropower plant provided by the state-owned Sunapee Lake located upstream on the Sugar River. These fees are used by the Department solely to support the operation and maintenance of Sunapee Lake Dam. The current contract is in effect until 2008. Under the contract, the fee is adjusted each year based on the prior year's Gross U.S. Department of Commerce Bureau of Economic Analysis. Last year, the factor increased by 0.87%. The estimated fiscal impact was calculated using this rate of increase.
