AN ACT creating a committee to study incentives for regionalization of sludge and septage facilities.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Purpose. The general court acknowledges that proper disposal or reuse of municipal sludge and domestic septage is becoming increasingly difficult for New Hampshire communities and that there is a need to investigate incentives for regionalization of sludge and septage facilities to promote cost savings, encourage recycling and reuse options, and to reduce potential environmental impacts.
2 Committee Established. There is established a committee to study the current practices for sludge and septage disposal and reuse and to investigate incentives for regionalization of treatment facilities.
3 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Four members of the house of representatives, appointed by the speaker of the house, including one member each from the municipal and county government committee, the resources, recreation and development committee, and the environment and agriculture committee.
(b) Four members of the senate, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
4 Duties. The committee shall examine treatment options for sludge and septage and investigate regional alternatives including composting, land application, and wastewater treatment facilities. The committee shall also investigate potential incentives for regionalization of septage and sludge treatment facilities.
5 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Four members of the committee shall constitute a quorum.
6 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the senate president, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2000.
7 Effective Date. This act shall take effect 60 days after its passage.
