HB 1192-FN - FISCAL NOTE
AN ACT creating an exemption from tolls within the New Hampshire turnpike system for members of the New Hampshire national guard.
FISCAL IMPACT:
The Department of Transportation states this bill will decrease state restricted turnpike revenue by $10,100 in FY 2001, $10,300 in FY 2002, $10,500 in FY 2003 and $10,700 in FY 2004. There will be no fiscal impact on county and local revenue or state, county and local expenditures.
METHODOLOGY:
The Department assumed state restricted revenue would decrease by $10,100 per year beginning in FY 2001, with this decrease growing at 2% per year. The Department made this calculation using the current number of National Guard plate holders in Hillsborough, Merrimack, Rockingham, and Strafford counties (536) as a base. The number of plate holders was then increased by 20% to reflect those guardsmen who presently do not have a plate but would obtain one to benefit from free tolls. Next, the Department, using a study performed by Wilbur Smith Associates in January 1999, assumed that 40% of guardsmen plate holders would use the turnpike system. Further, using a study performed by Vollmer Associates conducted in December 1998, determined an estimated frequency of guardsmen turnpike use. Next, the Department determined the net toll revenue decrease after discounts, assuming a 2% growth in toll collections per year.

and Strafford Counties 536
