HB 662-FN - FISCAL NOTE
AN ACT relative to the duties of the liquor commission.
FISCAL IMPACT:
The Liquor Commission stated this bill will have an indeterminable impact on state revenue in FY 2000 and each year thereafter. State expenditures will increase by $452,600 in FY 2000 and by $87,600 in FY 2001 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Commission is unable to estimate the impact on state revenue as they are unable to determine a products annual margin of contribution, turn over of a product, estimates of annual sales, the estimate of revenue loss from the sale of liquor and wine, what distribution channels will look like, and interpretation of manufacturer eligibility. The Commission did state there are seven beverage manufacturers that have a total of 140 products sold at the retail level. Also, there are three brew pubs that offer 84 products at the retail level. There are seven additional brew pubs that do not currently sell at the retail level but might decide to with this new distribution channel. They offer 179 different brands. Based on these numbers, the Commission estimates they may add 200 different products. In order to provide back room cold storage for cases and kegs and three door visi-coolers in each store, the Commission estimates an initial capital expenditure of $5,000 for each of it's 73 stores, for a total of $365,000. There will be recurring electrical costs for running the coolers, which is estimated at $100 per month, per location, for an annual expense of $87,600.
