HB 579-FN - FISCAL NOTE
AN ACT relative to eligibility for unemployment benefits for certain persons commensurate with their attachment to the workforce.
FISCAL IMPACT:
The Department of Employment Security has determined this bill will increase state expenditures by $580,980 and county and local expenditures by $1,198,273 in FY 2000 and each year thereafter. There will be no fiscal impact on state, county and local revenue.
METHODOLOGY:
The Department assumed that under current economic conditions, state employees represent 3.2% of the total covered workforce in New Hampshire. Cities, towns and political subdivision labor forces represent 6.6% of the total covered workforce in New Hampshire. The Department estimated that expanding eligibility to include workers who are only available for part-time work will increase total benefit outlays from the Unemployment Trust Fund by $4,088,488. State expenditures will increase by $130,830 and political subdivision expenditures by $269,838 in FY 2000 and each year thereafter. Removing the requirement that full-time workers be ready, willing and able to accept suitable employment on any shift for which there is a market for their services will increase the average duration of benefits by at least two weeks, and will result in a total benefit outlay of $14,067,200 from the Unemployment Trust Fund. This will result in increased state expenditures of $450,150 and political subdivision expenditures of $928,435.
