HB 349-FN-LOCAL - FISCAL NOTE
AN ACT relative to revising annual grant amounts for school building aid.
FISCAL IMPACT:
The Department of Education is unable to determine the fiscal impact of this bill on state general fund expenditures and local revenue beginning in FY 2000 and each year thereafter.
There will be no fiscal impact on state and county revenue or county and local expenditures.
METHODOLOGY:
The Department states that it does not know which or how many school districts will build in the future, or what the buildings will cost and is therefor unable to project the effect on state general fund expenditures and local revenue.
In addition, in order to apply the formula contained in this bill, the percentage of ownership each member district has in a cooperative school district would have to be known since the equalization rates are based on towns versus districts or cooperatives. The Department could not simply average the percentage of building aid across the towns in a cooperative to get the percentage of building aid.
