HB 326-FN - FISCAL NOTE
AN ACT requiring the department of health and human services to survey home health care agencies for compliance with federal regulations for medicare.
FISCAL IMPACT:
The Department of Health and Human Services indicates this bill will increase state expenditures by $25,610 in FY 2000, $38,555 in FY 2001, $40,035 in FY 2002, and $41,670 in FY 2003. There will be no impact on state, county and local revenue or county and local expenditures.
METHODOLOGY:
The Department indicates there are currently 17 Home Health Agencies who meet the criteria established. Although the effects of the long-term care legislation on home placements, passed in 1998 are unknown at this time, it is assumed there will be a greater need for home health care services. Therefor, the Department estimated that 17 agencies in FY 2000 and 20 agencies each year thereafter would require survey. Given the training requirements for qualifications for federal surveyors status and the expected workload of surveying 17 to 20 agencies, the Department determined that one full-time Health Care Facility Program Reviewer position, labor grade 18, step 2, with associated benefits, travel and equipment would be required. For FY 2000, the cost is for ½ year. Subsequent yearly expenses do not include equipment.
