HB 311-FN-A - FISCAL NOTE
AN ACT relative to grants made under the New Hampshire incentive program and making an appropriation therefor.
FISCAL IMPACT:
The Postsecondary Education Commission indicates this bill will increase state general fund expenditures by $750,000 in FY 2000 and FY 2001. There will be no impact on state, county and local revenue or county and local expenditures.
This bill appropriates $750,000 in general funds to the Postsecondary Education Commission in FY 2000 and FY 2001 for a total appropriation of $1.5 million.
METHODOLOGY:
The Commission states it would expend the appropriated amounts in the Incentive Grant Program and therefor, state expenditures would increase by $750,000 in FY 2000 and in FY 2001.
The receipt of federal funds for the Incentive Grant Program is dependent upon the Commission spending general funds in an amount that is greater than or equal to the average amount spent in the prior 3 year period. Therefor, the Commission might lose the federal funding if a sufficient amount was not appropriated in each year after FY 2001. The amount of the potential loss is estimated at $120,000, the budgeted amount of federal revenue for each of fiscal years 1998 and 1999.
