HB 280-FN - FISCAL NOTE
AN ACT establishing a point system for the annual moose permit lottery.
FISCAL IMPACT:
The Fish and Game Department has determined this bill will increase Fish and Game fund expenditures and reduce Fish and Game fund revenues by an indeterminable amount in FY 1999 and each year thereafter. There will be no fiscal impact on county and local revenue or expenditures.
METHODOLOGY:
The Department estimated one time costs for reprogramming software to track applicants and assign points to be approximately $6,000. The Department stated that based on experiences from other states, there will be a dramatic drop in participation in the lottery over time due to a reduced opportunity for success. This loss in revenue cannot be estimated.
