Committee Function:It shall be the duty of the Committee on Ways and Means to examine and consider the state of the treasury; to consider and report on all bills and resolutions relating to raising money by a state tax and the apportionment of same; matters relating to taxes and fees on tobacco; all dedicated funds except for the highway and turnpike funds; state fees, and all methods of raising revenue for the state; and such other matters as may be referred to it. The Committee on Ways and Means shall report to the House in the form of a resolution its estimates of state revenues on a periodic basis.
Personal Biography
Spahr is a graduate of the University of Pennsylvania College of Arts & Sciences. He received a Masters in Government Administration from The University of Pennsylvania Fels Center of Government.
He had a 25-year career in the insurance, investment and real estate industries, and was executive vice president at Long & Foster Real Estate responsible for managing over 20 offices and 1000 agents in the Mid Atlantic region.
He is a former board member of the Long & Foster Companies.
Spahr left the business world in 2019 and produced the award-winning feature length environmental documentary, 8-Billion Angels. Spahr is an expert on sustainability and the intersection of human consumption and population as the primary drivers of environmental destruction.
He is the Executive Director of Earth Overshoot, a nonprofit, working to make sustainability central to all personal and public decision-making through targeted education and advocacy. A sought after speaker.
He has presented at numerous conferences and forums, spoken on radio and podcasts, and is a contributor to environmental publications and blogs.
